Allows dentists and dental hygienists to administer influenza and COVID-19 vaccines to patients 18 years or older after completing appropriate training and board certification.

Permits delegation of vaccine administration to dental hygienists under direct supervision of a dentist or under general supervision if the dentist has examined the patient within 12 months and documented approval in the patient's record.

Requires dentists and dental hygienists administering vaccines to report to the state immunization information system, maintain immunization records, notify patients' primary care providers of adverse reactions within 24 hours, and report to the vaccine adverse event reporting system.

Directs the State Board of Dental Examiners to adopt rules establishing protocols aligned with federal health standards, recordkeeping requirements, certification qualifications, vaccine education materials, and emergency procedures, with an optional advisory committee and required public hearing.

Exempts the State Board of Dental Examiners from standard rulemaking requirements under Arizona law for one year following the act's effective date and declares the act an emergency measure.
