Establishes the Arizona Community College Promise Scholarship Program administered by the Department of Administration with oversight from a five-member commission appointed by legislative leaders and the governor.

Awards up to $3,000 per year for a maximum of two years to eligible students who graduated from Arizona high schools in 2020 or 2021 with at least a 2.5 GPA and are enrolled in community colleges.

Requires scholarship recipients to complete a Free Application for Federal Student Aid, meet federal Pell Grant eligibility criteria, and maintain good academic standing to reapply for a second year.

Creates the Arizona Community College Promise Scholarship Fund with $10,000,000 in initial appropriations from the state general fund; allows up to 10 percent of fund monies for administrative expenses and mandates student support services including virtual mentoring and structured advising programs.

Terminates the scholarship program on July 1, 2031 and the commission on July 1, 2029 pursuant to state sunset law provisions.
