Amends Arizona law to classify certain medical practices on children and vulnerable adults as child abuse, specifically surgeries and hormone treatments intended to change or affirm sex identity, including puberty blockers, hormone therapy, and sterilizing procedures.

Creates class 2 felony offense (punishable under dangerous crimes against children sentencing if victim is under 15) when health care professionals intentionally or knowingly perform these practices, with class 3 felony for reckless conduct and class 4 felony for criminal negligence.

Provides exception for medical interventions on children born with medically verifiable genetic disorders of sex development, such as ambiguous external sex characteristics or atypical chromosome structures.

Adds medical practices violation to the definition of "abuse" of vulnerable adults under Arizona Revised Statutes § 13-3623.

Updates the definition of dangerous crimes against children in § 13-705 to include these unlawful medical practices as predicate offenses.
