Requires service providers for developmental disabilities to notify the division within 24 hours of emergency situations where they cannot meet a client's health or safety needs, with follow-up individual program plan meetings within 15 days.

Mandates service providers in community residential settings to develop and implement policies notifying parents or guardians of serious incidents affecting clients within 24 hours.

Removes the requirement that the department annually inspect adult developmental homes and child developmental homes, replacing it with the existing monitoring standards of at least two visits per year.

Requires the department to notify parents or guardians of developmental home residents of any serious incident or complaint involving their client.

Appropriates $1,000,000 from the state general fund in fiscal year 2021-2022 to the department of economic security to distribute to area agencies on aging for ombudsman services, with intent to continue as ongoing funding.
