Amends criminal littering law to impose mandatory minimum fine of at least $250 for each violation, with 100% deposited in county general fund and at least 50% used for illegal dumping cleanup.

Creates separate violation for each day or part of a day that litter or prohibited material remains unremoved on public or private property.

Establishes new law requiring fines from arson-related crimes (sections 13-1702, 13-1703, 13-1704, 13-1706, 13-1707, 13-1708) be deposited in county general fund with at least 50% used for fire restoration and rehabilitation costs.

Directs fines from arson crimes under section 13-1705 to be transferred to state treasurer and deposited in the cooperative forestry fund for fire restoration and rehabilitation costs, administered by the state forester in consultation with the state department of corrections.

Amends cooperative forestry fund statute to authorize the state forester to use fund monies for fire restoration and rehabilitation costs in consultation with the state department of corrections.
