Defines "electronic smoking device" as any device that delivers aerosolized or vaporized substances (e.g., e-cigarettes, vape pens, e-hookahs) and includes components, parts, and accessories.

Defines "tobacco products" to include traditional tobacco products, electronic smoking devices, substances used in those devices regardless of nicotine content, and related components like filters and rolling papers.

Allows local governments to adopt more restrictive or complete bans on billboard advertising of tobacco products, which take precedence over state restrictions if there is an inconsistency.

Permits advertisements opposing tobacco use within the restricted zone and prohibits advertisements promoting tobacco use even if they include anti-tobacco messaging.
