Amends Arizona Revised Statutes section 9-461.06 regarding municipal general plan adoption and amendment procedures.

Requires municipalities with property in high noise or accident potential zones near military airports to send notice of general plan approval to the Attorney General within three business days; Attorney General has 25 days to determine compliance with military airport land use compatibility standards.

Clarifies that municipalities with populations over 25,000 must hold two or more public hearings at different locations when adopting or amending general plans to promote citizen participation.

Specifies that general plan amendments affecting military airport vicinity areas must be presented within twelve months of proposal and defines "major amendment" as a substantial alteration of a municipality's existing land use mixture or balance.

Allows Attorney General to institute civil action if a municipality reaffirms a general plan or amendment after receiving a noncompliance determination; provides that plans are deemed compliant if Attorney General fails to respond within the 25-day timeframe.
