Amends Section 15-913.01 of Arizona Revised Statutes to expand county jail education programs to serve prisoners ages 21 and younger without a high school diploma or general equivalency diploma, and prisoners with disabilities ages 21 and younger.

Requires each county operating a county jail to offer education programs in coordination between the county school superintendent and sheriff, with methods of delivery to be mutually agreed upon.

Establishes a county jail education fund consisting of base and variable amounts to support programs not operated through accommodation schools, with funding based on days of instructional participation and special education costs.

Appropriates $114,000 from the state general fund in fiscal year 2021-2022 to the superintendent of public instruction for distribution to county school superintendents to support county jail education programs.
