Amends Arizona Revised Statutes Section 16-547 regarding early ballot procedures and accompanying materials.

Requires the officer preparing ballots to ensure early ballot envelopes include a statement directing undeliverable mail to be marked "return to sender" and deposited in U.S. mail.

Mandates county recorders or election officers provide printed instructions to early voters directing them to sign the affidavit, mark the ballot, and return both in the self-addressed envelope.

Requires instructions to include a deadline statement that ballots and affidavits must be delivered to the county recorder's office or any polling place in the county by 7:00 p.m. on election day to be valid and counted.

Retains existing voter assistance provisions allowing another person to mark a ballot upon request if the voter is physically unable due to illness, injury, or physical limitation.
