Requires petition circulators to either read the petition description aloud to signers or allow sufficient time for signers to read it themselves before signing.

Mandates signers affirm they have heard and understood or read and understood the description before signing the petition.

Invalidates signatures of persons who sign without hearing or reading the description, with the circulator required to draw a line through such signatures.

Applies these description-reading requirements to both initiative petitions (section 19-102) and referendum petitions (section 19-101).

Clarifies that invalidated signatures under these provisions do not invalidate other signatures on the same petition sheet that were obtained properly.
