Establishes a new legislative governmental mall commission consisting of 11 members, including 2 governor-appointed members, representatives from the legislature and administration, 2 members each from Maricopa County and Phoenix city government, and 2 public members appointed by legislative leaders.

Transfers powers and duties regarding the governmental mall from the department of administration to the newly created commission, including developing comprehensive plans, reviewing development requests, and approving monuments and memorials within the mall boundaries.

Requires legislative authorization before any monuments or memorials can be established in the governmental mall, with the commission responsible for reviewing and approving final design, location, and maintenance requirements.

Gives the commission authority to approve or reject proposed alterations to existing monuments and memorials in consultation with the historical advisory commission.

Specifies that the commission ends on July 1, 2029 pursuant to sunset provisions, and allows commission members over 100 years old to vote by proxy with modified quorum requirements.
