Amends Arizona Revised Statutes sections 13-101 and 13-101.01 to redefine the purposes of criminal law.

Modifies statutory language from "insure" to "ensure," "upon" to "on," and "which" to "that" for grammatical consistency.

Revises section 13-101.01 to prioritize public safety through effective government response to criminal conduct, including application of restorative justice principles where applicable.

Maintains the existing requirement to remove from society individuals convicted twice previously of violent or aggravated felonies who continue to pose public safety threats.
