Establishes a pretrial diversion program for primary caregivers who are charged with misdemeanor or felony offenses, with criminal proceedings suspended for 6-24 months without a guilty plea.

Program may include parenting classes, counseling, mental health and substance abuse treatment, domestic violence education, job training, housing assistance, and financial literacy courses.

Defendants must be custodial parents or legal guardians of minor children, waive speedy trial rights, pose no unreasonable public safety risk, and not be charged with serious, violent, aggravated felonies or crimes against their dependents.

Court may reinstate criminal proceedings if defendant performs unsatisfactorily or is convicted of additional crimes; successful completion results in charge dismissal and sealed arrest records.

Sealed records may not be used to deny employment, benefits, licenses or certificates, though law enforcement and peace officer background checks retain access to sealed arrest information.
