• Increases theft classification thresholds: $50,000+ is class 2 felony (previously $25,000+); $20,000-$49,999 is class 3 felony (previously $4,000+); $10,000-$19,999 is class 4 felony (previously $3,000+); and lower tier amounts adjusted proportionally.

• Elevates shoplifting penalties for repeat offenders with prior burglary, shoplifting, robbery, organized retail theft or theft convictions within 5 years from class 4 to class 6 felony.

• Reduces organized retail theft from class 4 felony to class 6 felony.

• Changes forgery from class 4 felony to class 6 felony, except maintains class 3 felony for forged instruments used for drop house purchases.

• Restructures trafficking in stolen property and fraudulent schemes penalties based on property value, with new graduated classifications ranging from misdemeanor to class 2 felony, and adds aggregation provisions to combine multiple violations when determining punishment.
