Prohibits the Director of Liquor Licenses and Control from issuing a license to sell spirituous liquor at any location in unincorporated territory that is completely surrounded on all sides by an Indian reservation in Arizona.

Adds new subsection S to Arizona Revised Statutes Section 4-203, which governs liquor license issuance, transfer, and reversion.

Applies only to unincorporated areas that are entirely encircled by tribal land, not to incorporated cities or towns within or near reservations.
