Requires the Department of Administration, in consultation with the Department of Environmental Quality, to ensure all state agencies adopt and implement environmental justice policies providing meaningful opportunities for involvement regardless of race, color, ethnicity, religion, income, or education level.

Mandates the Department of Environmental Quality review environmental and public health data to identify industrial and commercial facilities in communities of color and low-income communities for targeted compliance, enforcement, remediation, and permitting strategies.

Establishes a 15-member Environmental Justice Advisory Council with representation from grassroots and faith-based organizations, environmental groups, civil rights organizations, public health entities, businesses, local governments, and labor organizations to advise on environmental justice issues.

Creates a multiagency Environmental Justice Task Force including senior management from the Governor's Office, Attorney General, Department of Health Services, Department of Agriculture, Department of Transportation, and Department of Education to receive community petitions and develop action plans addressing disproportionate environmental health risks.

Both the advisory council and task force terminate July 1, 2029.
