SB 1578 Summary

• Establishes a manufacturer-funded statewide program requiring collection and recycling of covered electronic devices (computer monitors, desktop/portable computers, and televisions with viewable area greater than 4 inches) beginning January 1, 2022.

• Prohibits manufacturers and retailers from selling covered electronic devices unless they are branded and included in a manufacturer's collection plan filed with the Arizona Department of Environmental Quality.

• Requires manufacturers to register annually with the department, pay registration fees, and submit plans describing how they will provide free collection and recycling services in every county with at least one collection site per city with 50,000+ population.

• Establishes a covered electronic devices fund supported by manufacturer registration fees, grants, donations, and up to $500,000 annually from the existing recycling fund until July 1, 2023, to be used for program implementation and enforcement.

• Makes non-compliant manufacturers and retailers subject to enforcement action and sets the program to terminate on July 1, 2031.
