Prohibits the Arizona Department of Corrections from entering into contracts for inmate telephone system services that allow the department to receive revenue exceeding its reasonable operating costs for establishing and administering the system.

Bars contract terms that include commissions, profit sharing, percentage payments, or up-front signing bonuses related to inmate telephone services.

Prohibits inflated rent payments or the provision of unrelated technologies as part of inmate telephone system service contracts.

Applies to all contracts and agreements for inmate telephone system services entered into by the department.
