• Private contractors providing detention or incarceration services for offenders are liable for the cost of emergency, public safety, or security services provided by the state or political subdivisions, and must reimburse accordingly.

• Private contractors must keep and maintain complete and accurate records of all services provided.

• Private contractors are designated as public bodies subject to Arizona's public records law (A.R.S. Title 39, Chapter 1).
