Amends section 41-2405 of the Arizona Revised Statutes regarding the powers and duties of the Arizona Criminal Justice Commission.

Removes the "Beginning January 1, 2019" language from the requirement that the commission submit an annual recidivism report comparing county jail versus prison mandatory incarceration outcomes.

Adds a new duty requiring the commission to annually review and make recommendations to the legislature on changing earned release credit calculations for nonviolent offenders to one day per three days served, reducing mandatory minimum sentences, and removing reincarceration authority for technical violations of release conditions.
