Establishes a prisoner placement office within the Department of Corrections that prioritizes placing prisoners with children in facilities closest to their children.

Requires adoption of visitation rules allowing primary caretaker parents to receive visits at least six days per week for minimum eight hours daily, with up to five adult visitors and unlimited child visitors per visit, and permitting physical contact unless the prisoner poses immediate physical danger.

Mandates provision of parenting classes, trauma-informed care, gynecologist access for female prisoners, free videoconferencing (not as substitute for in-person visits), and specific health care products including tampons, sanitary napkins, soap, shampoo, toothpaste, and pain relievers at no cost to prisoners.

Prohibits cross-sex strip searches and bathroom entries of opposite-sex prisoners except when risk of immediate harm exists or medical emergency occurs, and establishes restrictions on solitary confinement for pregnant or postpartum prisoners.

Creates an overnight visitation program for eligible primary caretaker parents with good behavior records (excluding those convicted of violent crimes), designates an ombudsman to oversee prisoner transportation, segregated housing, strip searches, and civil rights violations, and sets program expiration date of July 1, 2029.
