Amends Arizona Revised Statutes section 41-1823 regarding peace officer certification requirements and standards.

Clarifies that minimum qualifications for law enforcement officers become effective six months after filing with the secretary of state.

Requires all persons (except elected agency heads and certain statutory exceptions) to be certified by the Arizona Peace Officer Standards and Training Board to exercise peace officer authority.

Prohibits certification and peace officer authority in Arizona for any officer terminated or resigned from a law enforcement agency during an investigation for serious misconduct or excessive use of force.
