Requires peace officers executing search warrants to provide audible notice of their authority and purpose before entry, with notice reasonably expected to be heard by occupants of the place to be searched.

Removes the magistrate's authority to pre-authorize unannounced entry to execute a search warrant on a showing that announced entry would endanger safety or result in destruction of evidence.

Requires peace officers to provide a copy of the search warrant to the person being searched, the property owner, or an occupant before undertaking any search or seizure, or to leave a copy affixed to an unoccupied property.

Eliminates the exception allowing officers to break and enter without notice based on particular circumstances where a reasonable officer would believe notice would endanger safety or destroy evidence.
