Reduces the early ballot distribution window from 27 days to 22 days before an election, with mail distribution occurring between the 22nd and 19th days before election day if requested by the 31st day prior.

Requires early ballots to be mailed with a postmark on or before the Thursday before election day and received by 7:00 p.m. on election day to be counted; ballots postmarked after Thursday or received after 7:00 p.m. are ineligible.

Establishes a two-envelope system for early ballots with an external tamper-evident return envelope and an internal signed affidavit envelope containing the voted ballot.

Permits voters who appear in person at an on-site early voting location by 5:00 p.m. on the Friday before the election to receive and vote a ballot immediately after presenting identification.

Allows voters who surrender an early ballot at their polling place on election day to vote a standard ballot instead of a provisional ballot, with the early ballot marked as spoiled.
