Requires duplicate ballots made by hand in the presence of observers authorized pursuant to the statute, rather than allowing electronic duplication.

Eliminates the requirement that vote adjudication boards use certified electronic vote adjudication features and replaces it with a manual adjudication process overseen by a two-judge board equally divided between the two largest political parties.

Mandates that observers be allowed to view and be physically present within a distance that allows actual observation of ballot markings and vote adjudication board determinations.

Requires county recorders to provide live video recording with date and time indicators of the custody of all ballots in the tabulation room, linked to the secretary of state's website, retained as a public record for at least the challenge period.

Establishes that county officers must maintain records documenting the chain of custody for all election equipment and ballots from early voting through completion of provisional voting tabulation.
