Legislature may require a complete hand count by an independent auditor selected by the legislature for the regular primary and general elections after unofficial returns are completed but before county canvass.

Legislature may require hand counts for up to three contested races per election.

County board of supervisors and county recorder must cooperate with the legislature and provide access to ballots, related materials, and county facilities for the auditor to conduct the hand count.

County officials must be notified in writing by the legislature when a hand count is required.
