Amends Arizona Revised Statutes to allow Arizona high school graduates to qualify for an in-state tuition rate at universities governed by the Arizona Board of Regents and community colleges in the state.

Requires the Arizona Board of Regents and community college district governing boards to verify that applicants' high school diplomas meet requirements consistent with section 1-701.

Allows individuals who previously qualified for the Arizona high school graduate tuition rate to maintain that rate as long as they remain continuously enrolled without a gap of 12 or more months.

Defines "continuously enrolled" as enrollment without nonenrollment for 12 or more months.

Makes a technical amendment to section 1-502 regarding eligibility for state and local public benefits, changing "permitted" to "allowed" by federal law, and clarifies that postsecondary education is excluded from the definition of "state or local public benefit."
