Amends Arizona Revised Statutes Section 15-1626 to cap increases in resident undergraduate tuition beginning in the 2021-2022 school year and each year thereafter.

Limits tuition increases to a percentage equal to the annual percentage increase in the national average wage index as defined in the Social Security Act for the calendar year immediately preceding the affected year.

Applies the tuition cap to the Arizona Board of Regents' authority to fix tuitions and fees for universities under its jurisdiction.

Maintains existing requirements for public hearings, notice, and disclosure of proposed tuition increases before board action.
