Requires applicants seeking to establish a charter school to present a petition signed by parents or guardians to the county school superintendent before application to a sponsor.

Petition signature requirements vary based on the letter grade of nearby school district schools: 30 signatures if nearest schools are grade A, 20 signatures if grade B, or 10 signatures if grade C or lower.

All petition signers must reside more than four miles from the relevant comparison school and intend for their children to attend the new charter school.

Amends Arizona Revised Statutes Section 15-183 to add the petition requirement as a new subsection (C)(10) in the charter school application process.
