Repeals section 15-249.08 of Arizona Revised Statutes, which previously contained results-based funding provisions for schools.

Amends section 15-249.09 to expand the early literacy program fund to include support for prekindergarten students in addition to kindergarten and grades one through three.

Adds requirement for the department of education to distribute grants to eligible schools for prekindergarten programs under the early literacy program.

Appropriates $68,600,000 from the state general fund in fiscal year 2021-2022 to the early childhood development and health fund.

Redirects the $68,600,000 baseline budget previously dedicated to results-based funding to the early childhood development and health fund to expand early education opportunities.
