Amends Arizona Revised Statutes section 15-236 to require the Department of Education to conduct cost studies of special education programs.

Mandates cost studies to be completed on or before December 1, 2021, and every two years thereafter.

Cost studies must include the cost of providing special education programs to pupils under chapter 7, article 4 of the Arizona Revised Statutes.

Maintains existing requirements for program and fiscal audits of selected district special education programs to assess compliance and student placement appropriateness.

Continues requirement for separate line item appropriations for program and fiscal audits of special education programs in the department's budget requests.
