Amends Arizona Revised Statutes section 36-551 to add "down syndrome" as a standalone category in the definition of developmental disability.

Down syndrome is defined as a genetic disorder caused by abnormal cell division resulting in extra genetic material from chromosome 21, affecting cognitive and physical abilities and causing developmental issues.

Adds down syndrome alongside existing conditions (cognitive disability, cerebral palsy, epilepsy, and autism) that qualify as attributable causes of developmental disability under state law.

Renumbers subsequent definition entries in the statute from 22-42 to 23-43 to accommodate the new down syndrome definition.
