Adds criminal offense for recklessly defacing or damaging a public or private monument or historical artifact as a class 2 misdemeanor (or higher classification depending on damage amount).

Amends section 41-1363 to restrict relocation, removal, alteration, renaming, rededication or disturbance of monuments and memorials in the governmental mall to situations where construction, repair or improvements to the monuments or surrounding property are necessary.

Requires that any removed or relocated monument or memorial be returned within 90 days after completion of the construction, repair or improvement project.

Prohibits the state, political subdivisions, counties or municipalities from concealing a monument or memorial for longer than 45 days in any 12-month period.
