Prohibits proprietors of digital application distribution platforms with cumulative gross receipts exceeding $10,000,000 from Arizona residents in the previous or current calendar year from requiring developers to use their platform or payment system exclusively for distributing digital products or accepting payments.

Makes any existing agreements that violate these requirements unenforceable and constitutes a violation of the statute.

Exempts special-purpose digital application distribution platforms (such as gaming consoles and music players) from the prohibitions.

Authorizes the Arizona Attorney General to receive complaints, investigate violations, and bring civil actions in court to obtain legal or equitable relief on behalf of aggrieved individuals.
