Specifies 14 categories of declaration amendments (including changes to use of common elements, new use restrictions, assessments, plat amendments, and liability waivers) that require 75% lot owner approval or the approval threshold stated in the declaration, whichever is lower.

Establishes procedures for voting on amendments, allowing votes at meetings (with 30-50 day notice), written ballots (with 30-day notice), electronic voting methods, or written consent.

Requires amendment instruments to be recorded within 30 days and effective upon recordation; prohibits requiring signatures of approving members on amendment documents; limits legal challenges to amendments to one year after recording.

Amends bylaws amendment procedures for both condominiums and planned communities to require two-thirds of members present or majority of total eligible votes (whichever is less) for approval, unless articles or bylaws allow board to amend without member vote.
