Changes hand count composition requirements to allow equal percentages from each represented political party (instead of maximum 75% from one party) unless party chair waives participation or candidates are outside recount margins.

Makes recount expenses chargeable to requesting candidates or political committees when margin exceeds one-half percent but is under three-quarters of one percent, unless the requester prevails.
