Prohibits counties with populations under 250,000 persons from adopting land use regulations or conditions that establish sales or lease prices for residential housing units or dwelling lots.

Prohibits counties with populations under 250,000 persons from requiring residential housing units or dwelling lots to be designated for sale or lease to particular classes or groups of residents.

Allows cities, towns, and counties to adopt voluntary incentives, density bonuses, or other provisions designed to increase the supply of moderate or lower cost housing.
