Amends Arizona Revised Statutes Title 13, Chapter 31 by adding section 13-3123 to protect firearms rights under Arizona Constitution Article II, Section 26.

Declares that persons lawfully entitled to possess firearms and equipment may retain, use, and transport them for any lawful purpose, and this right cannot be impaired by the legislature, state, or political subdivisions.

Prohibits retroactive firearms and equipment regulations, including additional or new taxes on previously purchased items, mandatory buyback programs, and mandatory registration laws as unlawful and unenforceable.

Defines "firearms and equipment" to include semiautomatic handguns, revolvers, shotguns, rifles, ammunition, accessories, and related components that are lawfully possessed, on the retail market, or authorized for use by armed forces or law enforcement.

Preserves existing law prohibiting prohibited possessors from regaining firearm possession rights.
