Increases public members on the constable ethics standards and training board from one to two members appointed by the governor.

Removes the requirement for one board member to be a member of the Arizona multihousing association at time of appointment.

Adds restriction that public members appointed by the governor cannot be members of the Arizona multihousing association.

Allows current board members serving on the effective date to continue until expiration of their normal terms under existing appointment rules.

Makes minor technical corrections, changing "prior to" to "before" and "vice-chairperson" to "vice chairperson."
