SB 1667 Summary

• Amends section 13-907 to automatically restore civil rights upon final discharge for persons not previously convicted of a felony, removing the requirement to file an application.

• Establishes interim election officer certificates issued before August 1 of general election years, in addition to standard certificates issued before January 1.

• Creates a system for the Secretary of State to issue credentials to a limited number of international observers to observe elections for statewide ballot measures, federal or statewide offices, or legislative races.

• Adds specifications for e-pollbooks including hardware security standards and software requirements such as encryption and audit logs, with compliance required through the instructions and procedures manual.

• Modifies early voting procedures to require county recorders to establish on-site early voting locations and other locations as prescribed in the instructions manual, and allows ballot tabulation without signature verification for early ballots cast in person with proper identification.

• Changes the logic and accuracy test timeline for electronic ballot tabulating systems from seven to ten days before early balloting use.

• Removes the "emergency voting" provisions (subsections H and I) that previously allowed voting between Friday and Monday preceding elections.
