Allows voter registration during the 28 days preceding an election for persons who have been county and precinct residents for at least 29 days prior to the election.

Permits same-day voter registration at polling places on election day with proof of residence, with voters casting provisional ballots that count only for federal, statewide, countywide, and legislative offices.

Establishes automatic voter registration at driver license and nonoperating identification license offices, with applicants able to decline registration within 21 calendar days of receiving notice.

Restricts same-day and late registrants from voting in partisan primary elections until at least 29 days after the election in which they registered.

Effective date of December 31, 2021.
