Repeals subsection H of A.R.S. § 16-1005, which made it a class 6 felony for a person to knowingly collect voted or unvoted early ballots from another person.

Removes exceptions that previously allowed family members, household members, and caregivers to collect early ballots without violating the law.

Removes the special election exception for agricultural special taxing districts formed under title 48.

Maintains existing class 5 felony penalties for offering or providing consideration to acquire ballots, receiving consideration in exchange for ballots, and possessing ballots with intent to sell them.

Maintains existing class 5 felony penalties for soliciting ballot collection by misrepresenting oneself as an election official and for collecting ballots without turning them in to election officials or authorized entities.
