Amends Arizona Revised Statutes Section 13-1105 regarding first degree murder classifications and penalties.

Adds requirement that if the person is not the actual killer in a felony murder case, they must have acted "with the intent to kill" and aided, abetted, counseled, commanded, induced, solicited, requested or assisted the actual killer.

Removes the previous language stating felony murder "requires no specific mental state other than what is required for the commission of any of the enumerated felonies" when the defendant is not the actual killer.

Maintains that first degree murder is a class 1 felony punishable by death or life imprisonment under existing sentencing provisions.
