SB 1677 Summary

• Requires the school facilities board to annually publish a list of vacant and partially used state and school district buildings suitable for school operations, made publicly available and submitted to the governor and legislature.

• Prohibits school districts from refusing to negotiate with charter schools or private schools on the purchase or lease of vacant or partially used buildings, and bars districts from accepting lower offers from other buyers or lessees.

• Allows charter schools to sell or lease vacant and unused buildings or portions of buildings to school districts under the same terms available to other potential buyers or lessees.

• Permits school districts to sell used equipment to charter schools or private schools before attempting to dispose of equipment by other means.

• Exempts career and technical education buildings, special education facilities, preschool programs, schools open fewer than five years, and magnet schools from the partially used building definition, with exemptions limited to no more than 25 percent of a district's school buildings.
