Expands Arizona's newborn screening program to include all congenital disorders on the federal recommended uniform screening panel for both core and secondary conditions, with new conditions added within two years of federal adoption.

Requires the department of health services to add spinal muscular atrophy and x-linked adrenoleukodystrophy by December 31, 2021, and all remaining core and secondary conditions by December 31, 2023.

Removes the previous advisory committee structure and its detailed composition requirements, replacing it with a director-established committee to provide recommendations on newborn screening best practices and emerging trends.

Allows the director to establish fees for operating the newborn screening program and requires health insurers and the Arizona health care cost containment system to update hospital rates within 60 days of any fee adjustments.

Clarifies that newborn screening program fees shall not exceed the direct costs of tests and program operation, excluding gifts, grants, donations, and state or federal funding.
