Establishes the Transportation Support for Enrollment Options Grant Program allowing parents to apply for monthly grants up to $80 to support enrollment in charter schools or open enrollment schools, with eligibility based on financial need or lack of bus service within 20 miles of the school.

Creates the Parent Options for School Transportation Grant Program allowing school districts and charter schools to use portions of their transportation funding to provide grants directly to parents, effective 2021-2022 school year through July 1, 2031.

Appropriates $10,000,000 in fiscal year 2021-2022 for three grant categories: $5,000,000 for public school transportation modernization grants, $3,000,000 for family transportation stipend grants, and $2,000,000 for improved municipal bus route grants, with at least 25% directed to rural and remote proposals.

Revises open enrollment policies to require schools accept applications year-round as capacity allows, establish transparent lottery selection when oversubscribed, prohibit requesting student information before enrollment approval, and provide easily accessible enrollment information in English and Spanish on school websites.

Requires the State Board of Education to create a standardized format for describing school choice options and establish a public awareness campaign informing parents about their ability to choose any public school in Arizona.
