Prohibits public service corporations, their affiliates, and principals from making direct or indirect contributions to Arizona Corporation Commission candidates or candidate committees.

Prohibits Corporation Commission candidates from accepting or soliciting contributions from public service corporations, their affiliates, and principals.

Defines "affiliate" to include entities that control, are controlled by, or are under common control with a public service corporation, or that receive contributions from such corporations within the same calendar year they contribute to a Commission candidate.

Deems coordinated expenditures by public service corporations on behalf of Corporation Commission candidates as in-kind contributions, including payments for republishing candidate campaign materials or expenditures made in cooperation with or at the request of a candidate.

Allows entities to establish firewalls with physical, technological, and personnel separations to potentially avoid coordination findings, but requires written policies and places the burden of proof on the entity relying on the firewall.
