Establishes rent increase caps beginning September 1, 2021: landlords may increase rent by no more than 5% of gross periodic rent plus the average 12-month increase in the Western region Consumer Price Index, with increases limited to once per 12-month period.

Prohibits landlords from penalizing, limiting, or imposing monetary penalties on tenants who request law enforcement or emergency assistance for themselves or others.

Prohibits landlords from retaliating against tenants through termination, rent increases, service reduction, or other action based on requests for law enforcement or emergency assistance.

Prevents cities, towns, and counties from enacting ordinances that penalize landlords, tenants, or other persons for requesting law enforcement or emergency assistance, except for knowingly false requests.

Applies rent increase restrictions and emergency call protections to both standard rental agreements (Title 33, Chapter 10) and mobile home park rental agreements (Title 33, Chapter 11).
