Requires landlords to provide written notice to tenants before a lease terminates disclosing the amount of rent increase for any extension, renewal, or new lease.

Mandates at least 30 days' written notice if the rent increase is 10 percent or less; if the lease term is less than 30 days, the rent increase cannot become effective for 30 days after notice is given.

Mandates at least 60 days' written notice if the rent increase exceeds 10 percent; if the lease term is less than 60 days, the rent increase cannot become effective for 60 days after notice is given.

Makes technical corrections to existing law regarding rent payment terms, tax adjustments on rent, and authorized person access to remove deceased tenant's property.
