Enacts the "Agreement Among the States to Elect the President by National Popular Vote" as Chapter 9 of Arizona Revised Statutes Title 16.

Agreement takes effect when states possessing a majority of electoral votes (270 of 538) enact it in substantially the same form.

Once effective, each member state's presidential electors must vote for the presidential slate that wins the national popular vote rather than the state's popular vote winner.

Chief election officials in member states must determine the national popular vote total, designate the national winner, and certify the corresponding elector slate within specified timelines.

Agreement terminates if the Electoral College is abolished; member states may withdraw except within six months before the end of a presidential term.
